On March 11, the Cebu Provincial Government and DOST-7 turned over STARBOOKS digital science kiosks to eight beneficiary schools. This initiative provides students and teachers with thousands of offline S&T resources, including journals and K–12 modules, bridging the digital divide in areas with limited internet.

DOST VII continues to bring digital science libraries closer to schools across Central Visayas. Following last week’s STARBOOKS orientation for Don Vicente Rama Memorial National High School and Talamban Elementary School, another batch of educators took part in today’s session held at the DOST VII EOD Hall. Teachers from Ramon Duterte Memorial National High School and Guadalupe Elementary School explored how to navigate and maximize STARBOOKS—an offline digital library loaded with science, technology, and innovation (STI) resources that can be accessed even without internet connectivity. Through initiatives like this, DOST VII aims to support teachers with ready-to-use STI materials, strengthen STEM learning in basic education, and make quality S&T information readily available to learners. Every new installation of STARBOOKS brings us closer to making “Science for the People” and “Solutions and Opportunities for All” a reality for Filipino students. DOST Region VII, through the DOST-STII STARBOOKS Program, conducted an orientation and hands-on training for teachers and students of Don Vicente Rama Memorial National High School and Talamban Elementary School at the DOST VII Elena O. Diola Hall. The activity was organized in response to the schools’ request for STARBOOKS. Participants were introduced to STARBOOKS, the country’s first science and technology digital library providing thousands of research-ready materials even in areas without internet access. The session covered system navigation, content use for teaching, basic maintenance, and strategies to integrate STARBOOKS into classroom and school activities. Teachers expressed appreciation for the initiative, highlighting how STARBOOKS will enrich instructional materials, enhance students’ research skills, and support independent learning. Cebu City, Philippines—The Department of Science and Technology–Science and Technology Information Institute (DOST-STII), in partnership with the Bank of the Philippine Islands (BPI) Foundation, Inc. and DOST Region VII, successfully turned over STARBOOKS digital library units to Sirao Integrated School and Babag Integrated School—two of the three public schools located in the mountainous barangays of Cebu City that will receive the units, marking the first venue of the turnover initiative. The turnover ceremonies aim to promote inclusive and equitable access to education by providing students and communities in upland areas with reliable sources of information, even without internet connectivity. Dr. Bryan B. Ybañez, Provincial Director of the Provincial Science and Technology Office of Cebu, emphasized the significance of STARBOOKS as a tool for lifelong learning: “STARBOOKS is a tool accessible for everyone, not only for students and teachers but also for the entire community. It provides knowledge that empowers, especially in areas where internet access remains a challenge.” School heads Ms. Fretzie Paragsa of Sirao Integrated School and Ms. Maria Chembie Desamparado, representative of Babag Integrated School, expressed their gratitude to DOST-STII, DOST VII, and BPI Foundation. They highlighted how the digital library will help students conduct research, complete projects, and enrich classroom learning, all without the need for online connectivity. As part of the collaboration, the BPI Foundation generously provided brand-new computer sets and kiosks for each school, ensuring that the STARBOOKS digital library can be effectively accessed and utilized by both students and teachers. This contribution strengthens the initiative’s goal of bridging the digital divide and empowering communities through technology. Developed by DOST-STII, STARBOOKS, also known as the “library in a box,” is an offline digital library containing thousands of science and technology materials such as journals, research papers, interactive modules, and educational videos. Following the successful STARBOOKS turnover ceremonies at Sirao Integrated School and Babag Integrated School, the Department of Science and Technology Region VII (DOST VII), together with the Department of Science and Technology–Science and Technology Information Institute (DOST–STII), in partnership with the Bank of the Philippine Islands (BPI) Foundation, Inc., conducted the second leg of the STARBOOKS ceremonial turnover at Taptap Integrated School on October 24, 2025. This event marked the second venue (2/2) of the STARBOOKS Ceremonial Turnover initiative, which aims to empower learners in upland areas of Cebu City through access to digital science and technology information, even without internet connectivity. Tores, Program Manager of BPI Foundation, recognized the dedication of educators and shared BPI Foundation’s advocacy of Explore, Discover, Learn (EDL)—a call to nurture curiosity and lifelong learning. The whole-day event drew in thousands of students and aspiring scholars, all eager to explore programs that could open doors to a brighter future. It was a milestone for Lapu-Lapu City, underscoring the community’s shared commitment to education and its power to transform lives. At the fair, DOST VII welcomed participants with information about its wide range of scholarship programs. Students and parents had the chance to receive on-the-spot assistance, ask questions, and learn more about how these opportunities can help turn dreams into reality. Adding to the excitement, the DOST VII booth also showcased STARBOOKS (Science and Technology Academic and Research-Based Openly Operated Kiosk Station)—the country’s first digital science library that provides free access to thousands of S&T resources. Students and teachers alike discovered how STARBOOKS can support learning and inspire innovation, especially in areas where internet access may be limited. The strong presence of parents throughout the event was just as inspiring. In a meaningful step towards making education more accessible for every learner, two schools in Cebu officially welcomed digital learning through the turnover of the STARBOOKS Digital Library, made possible through the generosity of educational technology startup CEREBRO. ✅ On August 19, 2025, the Immaculate Heart of Mary Academy in Minglanilla, Cebu, proudly received its STARBOOKS unit. ✅ On August 20, 2025, the Saint Augustine Academy Inc. in Alcantara, Cebu, became the latest institution to be empowered by this digital knowledge hub. During the turnover ceremonies, Engr. Adrian D. Cruz, Supervising Science Research Specialist of DOST-VII, expressed the agency’s gratitude to CEREBRO for being a partner in advancing the STARBOOKS program of DOST-STII. He emphasized how STARBOOKS aligns with the five outcomes of DOST, ensuring that the benefits of science, technology, and innovation are truly enjoyed by everyone. Mr. Justine Itugot, CEO of CEREBRO, also shared the vision behind this collaboration. These back-to-back events marked the 2nd and 3rd STARBOOKS deployments in Region VII, with more on the way: 7 additional units in Cebu and 20 in Bohol. The schools’ principals, Sr. Briggette G. Parba of Immaculate Heart of Mary Academy and Sr. Elizabeth G. Held on July 17, 2025, at Dumaguete City National High School, the ceremony marked the official handover of DOST’s offline digital library, STARBOOKS (Science and Technology Academic and Research-Based Openly Operated Kiosk Station – a flagship program of DOST-Science and Technology Information Institute), to five public schools: ✅ Dumaguete City NHS ✅ Junob NHS ✅ South City ES ✅ North City ES ✅ Cadawinonan ES The event featured messages of support and collaboration from the Department of Education – Dumaguete City Division, the BPI Foundation, and the DOST-NIR Regional Office, highlighting the importance of accessible digital learning in public schools. The event concluded with a brief orientation and user training on STARBOOKS conducted by the DOST-STII Team, underscoring the shared commitment of DOST and BPI Foundation in making science-based learning more accessible to Filipino learners.

The DOST Bohol Provincial S&T Office has once again proven its commitment to advancing science and technology in local communities by earning top awards during the STARBOOKS Stakeholders’ Appreciation Day in Taguig City on June 24, 2025. DOST Bohol was recognized with two major awards: 🏆𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐢𝐧 𝐒𝐓𝐀𝐑𝐁𝐎𝐎𝐊𝐒 𝐟𝐨𝐫 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 🏆𝐓𝐨𝐩 𝟑 𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐒&𝐓 𝐎𝐟𝐟𝐢𝐜𝐞 The STARBOOKS for Governance (STARBOOKS 4G) citation highlighted an original initiative developed by DOST Bohol, launched in April 2024. This pioneering concept adapts STARBOOKS for local government operations, equipping LGUs with offline access to resources to guide policymaking. 49 units of STARBOOKS 4G were distributed to all 47 municipalities, Tagbilaran City, and the DILG Provincial Office in Bohol. The second recognition as the Top 3 Performing Provincial Office places DOST Bohol among the leading implementers of the STARBOOKS program nationwide, with a total of 248 STARBOOKS installed sites.
